Why would Gov. agencies be expected to maintain web sites tracking errors?

The White House web site, set up at a cost of $18 Million, is riddled with errors and factual misstatements, including references to non-existent Congressional Districts in nearly every State. This is hardly nuclear physics, these are errors that would be glaring and unacceptable in an 8th grade Civics cl. What makes people think the government can run the economy, much less a web-site?
