What movie has the main character seeking revenge after his wife and daughter are shot at a convenience store?

It's like a 90s action movie really. At the end..I think the lead guy is standing at the top of a canyon or mountain or something. But it starts out where the bad guys are like planning the robbery or something. I want to call it "Payback" but that's got Mel Gibson in it. Mel Gibson was not in this. I don't know who the lead is..but I think he may have been a cop.
