What would happen with the USA and Russia if we took out Irans Nuclear programs?

Democratic presidents rarely declare war and when they do it is not large scale but a localized in-out usually to HELP out someone in need, not to be the agressor and loot. So only with McCain in power is there a possibility of a 3rd world war - republicans are war hungry. Not that I like Democrat's stance on other issues but this is the answer to your question.
